Farnborough Airport Residents Association

CONSTITUTION

(As adopted by the AGM on 12 December 2007)

NAME

The Association shall be called the “Farnborough Aerodrome Residents’ Association”.

AIMS AND OBJECTIVES OF THE ASSOCIATION

The principal aim of the Association is to provide representation of the communities most affected by the continuation of Business Aviation at Farnborough Aerodrome. The Association’s sole objective is to achieve and then maintain the best environmental conditions, for residents in all boroughs neighbouring the Aerodrome, which stem from the 1998 Rushmoor Local Plan Inspector’s recommendations or more stringent environmental requirements specified in the prevailing applicable legislation.

REGISTRATION

The Association shall be registered with the Rushmoor Borough Council (Rushmoor) and, consequently, shall claim the right to be represented on the Airport Consultative Panel and any other meetings arranged by the Authorities and to which Bodies representing the public are invited or entitled to attend.

MEMBERSHIP

Membership shall be open to all residents of Rushmoor and adjacent Boroughs who support the aims and objectives of the Association.

ANNUAL SUBSCRIPTION

The annual subscription shall be £5 per household. The subscription year shall commence on 1 January.

COMMITTEE

a) The Committee shall comprise four principal Officers (Chairperson, Vice-Chairperson, Secretary and Treasurer). The Officers shall co-opt other Committee members reflecting the needs of the Association. Officers shall be elected at the AGM by a simple majority of those members present. Proxy voting will be allowed. Proposed and seconded nominations for the Officers shall be submitted to the Secretary at least two weeks before the AGM.

b) In order to promote the Aims and Objectives of the Association, the Officers are authorised to speak on behalf of the Association and its members in making representations to planning and other statutory authorities, enquiries, voluntary and charitable organisations and organisations to which the Association is affiliated. In order to support this work the Officers shall prepare and publish reports, make surveys, collect information and distribute literature to interested parties.

MEMBERSHIP MEETINGS

The AGM shall be held in December. Other membership meetings shall be convened by the Committee when considered beneficial to the aims of the Association or is required by a simple majority of the membership. At least two weeks written notice shall be given for such meetings.

COMMITTEE REPORTS

The Committee shall prepare an annual report to the AGM. The Committee shall also ensure, by appropriate means, that members are kept informed of significant events and developments.

The Committee report to the AGM shall include independently audited accounts.

AFFILIATIONS

The Association shall be affiliated to the Aviation Environment Federation and to the Environmental Law Foundation. Affiliation to other Associations shall be at the discretion of the Committee.

The Association shall have no political affiliations.

AMENDMENTS TO THE CONSTITUTION

Proposals for amendment to the AIMS AND OBJECTIVES of the Association must be made in writing, and received by the Committee two weeks before the AGM. To be carried, proposals must be supported by 75% of the members present at the AGM.

WINDING UP OF THE ASSOCIATION

In the event of the Association being wound up, any residual monies from the general funds shall be divided amongst affiliated organisations. Monies from legal or other specific campaigns shall be returned to donors on a pro-rata basis, to their last advised address.
